Northern Ireland Water Reservoirs Innovation Pilot

Following years of continued visual inspections and standard concrete repair specifications in reservoirs throughout Northern Ireland, Northern Ireland Water (NIW) in conjunction with their Consultant, McAdam Design, concluded that significant deterioration had taken place. They also determined that concrete repairs that were being specified were failing in a far shorter time period that anticipated. This deterioration was not evident during the visual inspections.

In November 2020, NIW responded to these findings by commissioning a Concrete Innovation Pilot in partnership with McAdam Design and Amphora Consulting. During the pilot, investigations were carried out on water retaining structures at Drumaroad WTW and Sconce Hill Service Reservoir.

Northern Ireland Water Reservoirs Innovation Pilot

The aim of this work was to determine whether NIW would gain benefit by understanding the hidden defects within their concrete structures and also help predict when repairs may be needed in the future. As a result of this work, Amphora Consulting proposed the rollout of a developed rapid testing protocol. Phase 1 of the investigation comprised 40 service reservoirs out of a total of 360 throughout Northern Ireland.

The rapid testing protocol was completed at each site in a target time of 45 minutes so that routine wash out was not disrupted. The testing included state-of-the-art non-destructive techniques as well as petrographic analysis of a small core taken from site. With our results, we were able to predict the remaining service life of each asset as it was tested and so begin a ranking list of which assets were in most need of repair.

The proposed works provided a step change improvement to ranking and classification of all inspected service reservoirs. This information allowed NIW to more effectively spend their annual maintenance budget by clearly prioritising which assets needed repairing most urgently. This outcome also allowed our client to refine their asset management strategy with a tangible improvement to its cost-effectiveness with regards to both financial as well as environmental costs.
